Floodplain
Refugio County has received funding for a Coastal Impact Assistance Program project for 2007 program year funds on the Dry Creek Debris Removal project to remove debris from Dry Creek at Dry Creek east of the Town of Refugio from the Railroad bridge south of Hwy 77 and east of the city limits to the Mission River, Refugio County. All or a portion of the construction site is located in FEMA Flood Zone(s) A, which is located in a 100-year flood plain, elevation 0-45 feet. Refugio County has conducted an evaluation as required by Executive Order 11988 and/or 11990, in accordance with Department of the Interior regulations that grant recipients comply with the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.) to determine the potential affect that its activity in a floodplain (and wetlands will have on the coastal and human environment. The primary purposes for this notice include (1) People who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas; (2) An adequate public notice program can be an important public educational tool to disseminate information about floodplains and facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas; and (3) As a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
