Refugio County has been awarded Coastal Impact Assistance Program for 1) Austwell Water Quality Improvements project to install approximately 500 LF of 48" culvert at the discharge line entry point at the end of Mernitz Street at Bay Avenue to discharge point at the bottom of the bluff overlooking Hynes Bay, Austwell, Refugio County and 2) Mission River Watershed Gauges project to install 4 stream gauge stations at points on the Mission River, between Woodsboro and Bayside, Refugio County. A portion of the Austwell Water Quality Improvements construction site is located in FEMA Flood Zone A, and the Mission River Waterfront Access project is located in FEMA Flood Zone A12 which are both within the 100-year floodplain. Refugio County has conducted an evaluation as required by Executive Order 11988 and/or 11990, in accordance with Department of the Interior regulations that grant recipients comply with the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.) to determine the potential affect that its activity in a floodplain (and wetlands will have on the coastal and human environment. The primary purposes for this notice include (1) People who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas; (2) An adequate public notice program can be an important public educational tool to disseminate information about floodplains and facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas; and (3) As a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
