Garcia, who was re-elected to the city council in November 2012, filed as a Democrat for the Precinct 2 post now held by Alonzo Morales.
Garcia ran for the same position in 2010 and lost in the Democratic primary. He previously worked 10 years as Precinct 2 foreman.
“The reason I am running is because I remember the old days when they accomplished things,” Garcia said.
“The last four years, I haven’t seen anybody do anything other than fighting.”
The Texas Rangers are investigating lending practices of the Goliad Municipal Development District and possible conflict of interest concerning MDD loans to city councilpersons, including Garcia, who has an outstanding loan with the MDD of approximately $30,000. The loan was for Garcia’s L Liquor.
Garcia said he wants to to help bring businesses to Goliad County.
“Like I’m trying to do with the city,” Garcia said. “It’s not for our future, it’s for the kids. If we give the kids more options here in Goliad, the more of them will stay.”
The deadline to file for the March 4 primaries is Dec. 9.
