Their “boats” are little branches of trees which they place in the water of the streams. They run along beside them and follow them as they go downstream.
What’s true of those boats is true of the believers who wrote the Bible. They were carried along, under the control and direction of the Holy Spirit. The Bible says, “Men spoke from God as they were carried along by the Holy Spirit.”
