The suit alleges that the former police officers “were asked to assist and give information concerning alleged illegal actions of the Chief of Police Chris Brock by state and federal officials.”
“Upon the defendants’ cooperation with state and federal investigators into the police chief’s activities, the City Council and City Attorney Deborah Bauer began a retaliation campaign that eventually wrongfully terminated both defendants’ employment as officers on June 9, 2010.”
The suit states that the defendants conducted their own investigation during June and July.
“It became clear that they were targeted by the City of Refugio through its agent, the city attorney, for their cooperation in the chief investigation,” the suit states.
Ochoa and Garcia are asking for actual damages, lost wages and benefits, court costs and other damages.
The suit also asks for “a civil penalty not to exceed $15,000 against the city attorney for her actions in the termination and retaliation against defendants.”
