Councilman Scotten represents Ward 1 on the council and Mayor Kenneth Chesshir represents Ward 5.
City Attorney Tomas P. Saenz said Feb. 7 will be the first day that prospective candidates can file for a position on either ballot.
Carabajal and Mayor Pro Tem John Fulghum both asked about the possibility of putting some citywide considerations on the ballot.
Carabajal said he wanted to give voters a chance to decide on a possible amendment to the city charter and Fulghum said he was interested in giving voters a chance to decide on whether to repeal civil service at the Beeville Police Department.
