The item involved adding a proposed amendment to the City Charter that would establish a human resources officer position under the “absolute direction of the City Council.”
The position was proposed in an earlier city budget but the council has voted not to hire a director because of budget concerns.
Currently, if the position is filled, the human resources director would be under the direction of the city manager.
Councilman David Carabajal had requested the special meeting at the council’s Feb. 17 session in order to get the matter included on a citywide ballot for the city’s May 9 election.
Currently, elections are scheduled only in Wards 1 and 5 to fill expiring council terms.
If the council had voted to include the matter on the May 9 election, it would have required voting places to be established in all five city wards.
Tabling the matter this week could make it difficult to include the charter amendment for a May 9 election by the deadline to have ballots prepared.
