Toureilles authors gaming bill

State Rep. Yvonne Gonzalez Toureilles believes too many Texans are gambling away their dollars in other states.

And those states are getting the tax revenue Texas needs, she says.

Toureilles, whose House District includes Bee County, explained to membersx of the House Committee on Licensing and Administrative Procedures her proposal to boost the economic viability of the state’s horse and dog racing venues.

House Joint Resolution 129, if approved by voters, would authorize video lottery terminals at licensed horse and greyhound race tracks. The bill also includes a defense for federally recognized American Indian tribes conducting video lottery operations.

“The economic impact to the state’s economy would be tremendous,” Rep. Toureilles said. “These economic benefits continue to be realized by our neighbors in New Mexico, Oklahoma, and Louisiana. HJR 129 is aimed at keeping these dollars at home.”

Under Toureilles’ proposed constitutional amendment, the state would be required to register, license and monitor video lottery games and would prohibit possession and operation of unlicensed video lottery terminals.

The bill specifies that the state would receive 35 percent of total net terminal income from video lottery operations annually. From these proceeds, $10 million would be set aside for the treatment of compulsive gamblers and the promotion of responsible gaming and $10 million would be used to prosecute gambling offenses. The bill also specifies that funds be set aside for the Equine Research Program at the Texas A&M College of Veterinary Medicine and the Texas Racing Commission’s Performance Horse Development Fund.

“With the possibility of a continued economic slowdown and possible state budget shortfalls, it’s important to do something now to keep these dollars at home,” Toureilles said.

The proposed constitutional amendment would be submitted to voters on Nov. 3, 2009.

Toureilles told the Bee-Picayune she also supports the establishment of casinos in Texas in order to generate more tax revenue for the state.

“A lot of Texans drive across the border into Louisianna and Oklahoma to gamble at casinos there,” she said. “Those states are getting the tax revenue we could and should be getting here in Texas if we had our own casinos.”

Know_Better, 'saltyrancidpork' isn't going to help women, infants or children he doesn't care if they have formula or milk, he'd rather infants & children starve to death.

Anyone that is so heartless to oppose nutrition for infants & children is proof 'saltyrancidpork' is a spawn of satan.

Well Know_Better here is the difference between you and I. I would help a "needy" person with any help I could give. That help would come out of my personal money since I don't have any "peronal" money.

Now when it comes to helping a lazy, ignorant, greedy, POS who doesn't even try to work I've got nothing for them beyond what they are already able to get through the overly generous entitlement programs currently in effect.

Now the only thing this bill needs is a provision to allow the Lucky Gamblers permission to use their Lone Star Cards and WIC Coupons to obtain the cash to play with. Oops! Nevermind, they can already do that with the Lottery and Scratch offs.
