Arcand
Following the investigation, Bret Thomas Arcand, 27, of Refugio. was arrested and charged with “diversion of a controlled substance by registrants, dispenses and certain other persons,” a state jail felony, according to Andy Lopez, chief of police in Refugio.
Refugio investigator Danny Madrigal and state investigator Larry Brothers arrested Arcand on Nov. 1.
The officers inspected records and enquired into the activities by Arcand, an employee of Village Pharmacy.
