City Secretary Barbara Treviño said last week that Payne’s name was drawn when she took names from a box to determine who would be at the top of the ballots for Ward 5 and Ward 1.
George P. “Trace” Morrill, III will be at the top of the ballot in Ward 1.
Payne, a 33-year-old newcomer to Beeville politics, is a correction officer sergeant with the Texas Department of Criminal Justice.
He will be running against the incumbent, Florette “Libby” Spires. She will be seeking her third two-year term on the council.
Spires, 47, in a certified public accountant.
Morrill, is a 36-year-old attorney and currently serves on the Beeville Water Supply District’s board of directors.
He will be facing 47-year-old Randy Forbes, who was the Ward 1 City Council member for a number of years until he opted to step down.
The incumbent in Ward 1, Mike Scotten, will not seek re-election this year.
