Editor:

As city administrator, I would like to openly thank Mr. Everett Jacob for his recent letter to the editor addressing the possible options to prevent fraud in city finances.

Fraud of taxpayers’ hard-earned money is one the most important issues that I face and appreciate his and all of the City of Goliad’s concern.

I would also like to clarify some of the misstatements regarding fraud protection. The City of Goliad maintains, as it has for many years, an anonymous fraud prevention and detection system that allows for city employees to anonymously contact our auditors if there is any suspicion of fraud. The fraud prevention practices that are used were adopted per the recommendation of the auditors and thus further recommendations for such practices are no longer found in the annual report.

As a result of our fraud prevention and our internal controls, we were able to identify possible fraudulent activity that was occurring recently and actions were taken to remedy the issue. The effectiveness of our internal controls and fraud prevention is the exact reason why we were able to confront that issue.

As stated previously, the city is absolutely open to comments and suggestions for improvement. The doors at City Hall are always open and we welcome anyone who genuinely interested in improving our city to stop by anytime to directly address their causes for concerns.

Larry Zermeno,

City Administrator
