Main Street board sends bylaws to executive committee for clarifications

Beeville Main Street Advisory Board members voted during a noon meeting Friday to have the organization’s executive board review its bylaws and make recommendations for changes.

The meeting was held at the council chamber at City Hall.

The bylaws are unclear concerning several matters, including who is supposed to appoint ex-officio members to the board and what number of board members is required for a quorum at its meetings.

The bylaws that were approved on March 29, 2007. Under the bylaws, the board consists of seven members plus ex-officio members.

According to previous legal opinions, based on Roberts Rules of Order, ex-officio members have the right to vote on matters coming before a board. That requirement should affect the number of members that must be present to make a quorum.

Ex-officio members of the board were identified as the mayor, one additional City Council member, the city manager, the Bee County judge, the president of the Bee Development Authority, representatives of the city’s financial institutions and one additional member of the community.

However, the bylaws do not specify which financial institutions must be represented on the board.

Board members then discussed some possible goals and objectives that they would like to see Main Street address in downtown Beeville.

Also, the board suggested that it begin meeting regularly again, probably on a monthly basis.

The next meeting was scheduled for 2:30 p.m. Tuesday, Aug. 31, at Hensley’s, 307 N. Washington St.

Earlier, directors re-elected Gilbert Herrera as their chairperson, Samantha Garza as their vice chairperson and Susan Stasny as their secretary.
