The Texas Alcoholic Beverage Commission has evolved rapidly in the past couple of years and its mission has changed.

From writing citations and making arrests, the commission has made a 180-degree turn into a regulatory agency whose mission is enforcement through voluntary compliance.

That was the message delivered by Lt. Mark Menn of the TABC enforcement division in Victoria to more than 100 law enforcement officers across the area who came to Refugio last Thursday night for the quarterly meeting of the Coastal Bend Peace Officers Association.

The Refugio County Sheriff’s Department and Refugio Police Department co-hosted the meeting, Refugio’s first in approximately four years.

Sheriff T. Michael O’Connor, president of the organization, presided over the meeting.

“I have roots deep in Refugio,” O’Connor said. “Refugio is my roots.”
