The pageant will be conducted on Friday, June 17, at 7 p.m. at the Expo Center.
The two-day Juneteenth event will get underway on Saturday at 11 a.m. This year’s guest speaker is Steling Scott, a principal at Round Rock High School.
Scott is a 1983 Refugio High School graduate, and is the son of the late Frankie Scott.
He received a Bachelor of Science Degree in education from Texas State University in San Marcos.
He earned a master’s degree in education administration from Prairie View University.
Scott and his wife Theresa reside in Elgin along with their two children,` Danielle and Cameron.
