The council also voted to advertise for the positions.
In the meantime, until the water and wastewater department heads are hired, the council hire and interim water and wastewater superintendent following a closed session to review two applicants.
Gabriel Morales of Sinton began his duties as interim superintendent on Tuesday, Feb. 18.
In other business, the council heard from the Refugio Little League.
Cande Flores said his organization was getting estimates for what the Little League still needs and would be back at a later meeting to request hotel occupancy tax money.
The Little League wants two dugouts and a press box, including paint, roof and cinder block foundation.
Flores said a rough estimate for the additions would be $19,500.
“We are trying to do the best for the kids,” Flores said.
He added that 227 youths have signed up for Little League this year. Last year, there were 197.
The council noted that as of Feb. 11, there was about $4,000 uncommitted HOT money left.
