Sealed Bids for the construction of the Karnes City Water Treatment Plant project will be received by the City of Karnes City (COKC), at the City Hall located at 314 E. Calvert, Karnes City, TX 78118 until 9:00 am local time on October 18, 2019, at which time the Bids received will be publicly opened and read.
The purpose of this project is to remove existing cooling towers and install new cooling towers. The project consists of a replacement of two existing cooling towers, piping modifications related to the cooling tower inlets, and replacement of an existing Motor Control Center (MCC). The existing cooling towers will be removed from the basin and the new towers will be installed on the existing basin with new exposed piping that will be provided to the tower inlet. The project shall be phased to keep one tower operational during construction.
Bids will be received for a single Contract. Bids shall be provided on a unit price basis as indicated on the Bid Form. Envelopes containing the Bidders submission shall be sealed and clearly marked on the outside “Karnes City Water Treatment Plant.” COKC expressly reserves the right to reject any or all bids and to waive minor irregularities or informalities.

The COKC will not provide paper copies of the Bid Documents. Partial sets of the Bid Documents will not be available from the Issuing Office at M&S Engineering as indicated below.
A bid bond in the amount of five percent (5%) of the bid issued by an acceptable surety shall be submitted with each bid. The successful bidder will be required to furnish a Performance Bond and a Payment Bond, each in the amount of the contract, written by a responsible Surety Company, authorized to do business in the State of Texas.
The bid will be awarded to the highest scoring bidder based on set evaluation criteria. A Bidder’s failure to respond to the requested qualifications inquiry may result in the bid being deemed non-responsive. Bids may be held by M&S and COKC for a period not to exceed 60 days from the date of bid opening for the purpose of reviewing the bids and researching bidder’s qualifications prior to the contract award.
A pre-bid meeting will be held on October 9th, 2019 at 2:00 p.m. All interested bidders shall meet at the COKC City Hall and then commute to the site. Questions and comments shall be submitted in writing by standard mail or email and addressed to the Engineer. All questions about the meaning or intent of the Bidding Documents shall be received by October 15, 2019 at 9 AM.
